Try not to spoil a lot of things yet, I'm still only a couple hours into the game. Like 3 or 4. Still wandering around and getting a feel for the game. It's a lot of fun, I like the sense of exploration and the fact that it really does feel like a whole new world. The combat seems a bit... dated though. Hopefully it will get better later in the game.
Couple questions (this is my first real TES game, I played Morrowind but did nothing but cheat and kill people):
I was wandering around and a bandit toll guard stopped me and told me to pay the fine. I just killed the toll guard. Are there any long-term consequences of this? Obviously killing the guards in the cities is bad, but this was in the middle of no where and I think that guard was the only person around.
Also, other than finding random caverns with bandits or bears in them, where can I train to level up my combat skills?

As far as training combat skills, there really is no better way than just raiding caves, dungeons, and camps. If you are around level 10-20, you can go try and take on a Giant. He'll still one-shot you if he hits you, but if you run up, take a few swings, and run away, or use magic, you'll be able to take him down and will almost certainly level up in the process. Just be warned though, Giants come 2 per camp, and always have 1 - 2 Mammoths with them.

Another question, do enemies scale in difficulty as I go through the game? I find that I'm killing like bandits and stuff kinda easily. Still only like 6-7 hours into the game though (level 8 now).
